Director level in human resources under general management guidance of Assistant County Administrator, Administrative Services requiring extensive knowledge of Human Resources administration, human resources, labor relations, collective bargaining, civil service laws, rules and procedures, and principles/techniques as Human Resources Director for the Montgomery County Board of County Commissioners and as County Human Resources Director in order to plan, direct and coordinate entire Human Resources program of the Montgomery County Board of County Commissioners' and of the Montgomery County Human Resources Department, supervises Human Resources Department staff. Member of Executive Staff.
As Human Resources Director, exercises initiative and autonomy in directing, planning, coordinating the Board of County Commissioners' (BCC) Human Resources Department. Acts as the lead Human Resources professional for the Board of County Commissioners (BCC), provides direction to department heads on employee related matters. Leads all BCC human resource staff in providing support, guidance, preparation and direction of policies, procedures and best practices (e.g., recruitment, onboarding, engagement and retention; employee development, labor relations and collective bargaining; performance management and corrective action; benefit management and procurement, compensation, wage and salary administration; and administrative functions). Leads and sets standards for the recruitment process of BCC staff including application process, candidate screening, testing and assessments, background checks and contact with candidates. Establishes community recruitment initiatives to become a preferred employer. Leads the use of lean management decision processes and the use of human resource metrics to provide effective support to County leadership, department directors and human resource staff. Ensures operations follow civil service laws and collective bargaining agreements.
Consults with legal counsel as appropriate or as directed, on personnel matters.
Directs and/or conducts investigations of employee complaints and grievances to recommend or authorize resolution, directs or conducts administrative process for discipline, arbitration, benefits appeals, represents or designates representative for adjudicative or civil proceedings,implements or directs special projects, prepares and/or oversees preparation of confidential reports, correspondence, supervises Assistant Director, Manager Human Resources and assigned support staff. Demonstrates strong interpersonal and relationship building skills with a commitment to confidentiality and ethical behavior.
